District of Columbia Statehood as proposed in HR 51 would dilute California’s influence in the United States Congress by adding three new members of Congress elected by the residents of Washington, DC, two of the US Senators. It would be contrary to provisions of the US Constitution and the 23rd Amendment that insure the Capitol is a Federal district and not a full-fledged state.
